Jim Raffel, 85, was the first resident of the Otterbein Skilled Nursing & Rehab Neighborhood in Maineville. Raffel and nearly 100 dignitaries, officials and community members joined together to dedicate the new “small house neighborhood” on Aug. 10, 2010.
